Ball In and Out of Play
According to the official soccer rules, the ball is in play all throughout the match duration, except when it passes a bounding line (goal lines and touch lines).
The ball is out of play when an offence occurs or when play is stopped by the referee. In these particular cases players cannot score goals or interact with the ball.
In addition, substitutions can only occur when the ball is out of play according to the rules for the game of soccer.
The ball is in bounds in the three illustrations above as it is not completely over the touch line.

End Line Ball Control
The video below an excellent example of ball control.at the end line (goal line).
However, was the ball over the line and out of play? The player was clearly in bounds when he had control of the ball, but did the ball totally cross the end line in the air. It is not possible to tell from the angle in the video. It is important that the referee or lineman be on the end line to make that call.
While dancing on the white line is very common during a game and considering the speed of play, it is not always possible to obtain the correct call. The players should only react the the referee's whistle and not stop play because the think that the ball is out.
